Hyper didn't build a down tube until 2007 (600 only). It doesn't look like one of the mass produced chassis to me. A couple more pictures might help. I can't even tell what size car it is.
If it's a 250, that pipe would be a significant dis-advantage, as it will not generate the top end flow required to run at Deming. The wing is well under the size compared to modern cars. Right rear wheel doesn't appear to be a beadlock, and doesn't look like a right rear tire for that matter.
If you're looking for an affordable car, let me know. There are 250's out there that would be very competitive in the $3-5000 range. The 250's are by far the most economical class at Deming (we've ran 2 250's for 10 years, and a single 250 for another 10 before that).
