What time is Playday?

What time does Playday start?  I have heard noon but I have had several people ask and nobody seems to know exactly and I can't find it posted anywhere on the site.

Yeah just going off of being there for a few years Im thinkin noon would be a safe time. I just pray for the poor bastards that show up at six or seven haha..gonna be kinda empty then.
