I just got a 600. It has an 04 stock GSXR in it. How compedative would this be in the open 600 class?

It won't be, especially in stock form. The open 600's in the past couple years have made significant strides in output. However- it would be acceptable as a restricted class engine to get you started. Air filter to exhaust you can build a competitive restricted package for $1500-2000, but you're looking at $6000+ for a front-running open class engine. Nothing wrong with the restricted class.

I noticed they need restrictor plates in the rules...is that still the case?

Yes, to run in the restricted class you must run a restrictor. You can get them at SpeedMart in Burlington or ProMod in Bellingham.
